As I know, Chinese tourists have to book a tour group visa through travel agent. But be aware of scam in the following news from Norwegian Embassy in Thailand:

Warning - Visa Agency Blacklisted

13/02/2009 :: The company Visa Migration Consulting Services, located in Sukhumvit soi 33, close to the embassy, has been blacklisted by the embassy. Visa applicants and Norwegian references are strongly warned against using any of their services. If you are approached by any of their agents outside of the embassy, you are strongly advised to turn down their services and notify the embassy.

Visa Migration Consulting Service, with its head office in Wireless Road, has been in serious breach of the Schengen Code of Conduct, by aggressively placing agents in front of the embassy, overcharging, charging for unnecessary services, and giving incorrect advice that in several cases has led to refusal of visas. The embassy will therefore not accept visa documents that are prepared by this agency.
